Ybor City has always had a personality distinct from the rest of Tampa, and a new mixed-use project bringing retail, office, and 240 residential units into the neighborhood had to work within that character while still delivering meaningful new housing. The project moved forward through a City of Tampa rezoning process, made more efficient by the parcel’s eligibility under Florida’s Live Local Act.
The Live Local Act has reshaped how commercial-zoned land can be used across the state, allowing residential development on sites that previously would have required a lengthy rezoning debate. For a site in a neighborhood as historically distinct as Ybor City, that preemption gave the project a clearer path toward the density it needed, while still requiring thoughtful design to fit within the surrounding streetscape.
JDJ Consulting guided the project through the intersection of local rezoning procedure and Live Local Act eligibility, making sure the application reflected both the state law’s requirements and the city’s own review expectations. The completed development now brings active ground floor space and new residential density to a neighborhood that continues to balance its historic identity with the pressures of a growing city.
