L.A. County Renter Protections and Fast-Tracks ADU Conversions After Wildfires

Los Angeles County – Early 2025

In response to the destructive wildfires of January 2025, Los Angeles County has expanded renter protections and eased rules around Accessory Dwelling Units (ADUs).

Many residents were displaced by fire damage or lost income during the emergency. To help, the County Board of Supervisors has introduced stronger tenant safeguards and new rental options. These updates aim to support families during recovery while also encouraging new housing supply.

Tenants who lost income due to the fires are now protected from eviction through July 31, 2025. Rent repayment is extended through July 2026. Landlords must accept tenant declarations as valid proof of hardship. This helps renters avoid losing their homes during disaster recovery.

The county has also relaxed ADU rental restrictions. Homeowners can now legally rent out ADUs—including garage conversions and backyard units—until at least May 31, 2026. These changes create more flexible, affordable housing options across the region.

To speed things up, emergency permit processing is available. Homeowners and developers can get faster approval for ADU projects, especially those tied to disaster response.

Engineers and planners are adapting designs to meet fire safety standards. This includes using fire-resistant materials, improved setbacks, and smarter utility layouts.

Experts say this is an opportunity to support both housing growth and urban resilience. Developers should act quickly, consulting with local planning offices or permitting specialists to ensure their projects meet new rules and timelines.

The updated policies reflect the county’s commitment to helping residents recover while boosting long-term housing supply.
