Growth across The Woodlands, Conroe, Magnolia,
Montgomery, Willis and East Montgomery County
Montgomery County combines major employment centers, master-planned communities, rapidly expanding residential areas and high-growth commercial corridors north of Houston. In Q2 2026, market research showed strong leasing across property types, industrial vacancy at only 2.9%, approximately 795,000 square feet of industrial construction and nearly 475,000 square feet of retail construction.
Development review is jurisdiction-specific. Unincorporated Montgomery County does not function like a conventional city zoning department: county permitting focuses heavily on development permits, floodplain, drainage, stormwater, septic/public health and related infrastructure requirements, while properties inside municipalities such as Conroe, Montgomery, Willis, Shenandoah or Oak Ridge North can also trigger city zoning, platting and building requirements. JDJ Consulting helps identify the correct agencies and approval path at the beginning.
High-opportunity development types we support
Montgomery County development services
Jurisdiction & development feasibility: determine whether the property is unincorporated, inside a city, within an ETJ/planning area, utility district or other special jurisdiction; identify the agencies and approvals that control the project.
County development permits: commercial/residential development-permit coordination, required site documentation, stormwater compliance, utility letters, addressing and permit tracking.
Floodplain & drainage coordination: FEMA/floodplain screening, development permits in special flood hazard areas, elevation/certification coordination, drainage-plan requirements and detention strategy.
Commercial development review: impervious-cover analysis, drainage and stormwater requirements, fire/public-health considerations and multi-department permit coordination.
Subdivision, plats & infrastructure: plat/replat coordination, road/access issues, easements, utilities, public improvements and consultant review management.
Septic, utilities & special districts: public sewer availability, OSSF/septic pathway, MUD/utility-provider letters and coordination with project civil engineers.
Municipal entitlements when applicable: zoning, SUP/CUP, planned development, site plan, variance and city building-permit coordination for projects located within incorporated municipalities.
A coordinated path through a multi-jurisdiction development environment
Montgomery County development opportunities to watch
Industrial and advanced manufacturing: industrial construction remains a major source of new supply in the county, and recent manufacturing investment in Conroe reinforces the area’s role as an employment and industrial growth market.
Retail and mixed-use growth: continued residential expansion is supporting new retail and mixed-use destinations. East Montgomery County’s Valley Ranch, for example, announced a new 55-acre commerce district in 2026 planned for approximately 400,000 square feet of commercial development plus a 600-unit multifamily community.
Healthcare and medical office: healthcare remains a major employment sector in The Woodlands area, while Montgomery County medical-office leasing remained positive in 2026. Medical, outpatient and specialty facilities can create strong opportunities near growing residential and employment nodes.
I-45, I-69/US 59, SH 99 and growth corridors: highway access, utility availability, drainage capacity and municipal boundaries can materially change development feasibility. Early parcel-level due diligence is critical before land acquisition or full design.
Important county-level development issue: drainage
Montgomery County’s floodplain regulations state that commercial development proposing more than 15,000 square feet of impervious cover must submit a drainage plan prepared by a Texas registered professional
engineer providing for stormwater detention in accordance with the County’s drainage criteria. Projects in the 100-year floodplain can also require development permits and additional certifications. These issues should be screened before site planning is substantially complete.
